Flight with a pet from Moldova to the EU

From Chișinău, the problem isn't just the ticket. Moldova is a third country with respect to the European Union. Without a valid title and a certificate of movement, the animal is stopped at the veterinary checkpoint upon arrival, even if it boarded the plane.

The rules depend on the airline, the aircraft, and the destination country. We confirm the pet's seat before issuing the ticket.

Why the European passport isn't enough

The EU passport certifies identity and vaccinations for travel within the EU. When leaving Moldova for an EU member state, border authorities require a health certificate compliant with the EU model, issued by an official veterinarian and registered in the TRACES notification system. The titer test report must be attached.

Calendar, by day

The EU framework applicable as of April 22, 2026, maintains the threshold of 0.5 IU/mL and requires the sample to be collected at least 30 days after vaccination. The 90-day period applies to the issuance of the certificate. The lists of exempted countries may be updated; we verify Moldova’s status on the date of booking, not from memory.

  1. 01

    Day 0 — microchip

ISO implant, scanned and entered into the record. Only then the rabies vaccine.

  2. 02

At least 30 days — harvest

Blood tested at a laboratory certified for rabies titer testing. A result below 0.5 IU/ml indicates the need for a booster shot and resuming the vaccination schedule.

  3. 03

    About 90 days after harvest

Don't buy a "next week" ticket if the sample was taken yesterday. The validity period is calculated from the date of collection, not from the date of your desired flight.

  4. 04

The Last Days — The Certificate

Application to ANSA. In Moldova, you can also apply for a non-commercial travel certificate through EVO / servicii.gov.md, in MCabinet. You’ll receive it at check-in and at the arrival checkpoint.

At the border, not just at the company

ANSA inspects pets at Chișinău Airport. Customs authorizes entry after the veterinary inspection. A maximum of five pets is allowed per noncommercial trip. Acceptance by the airline does not replace this inspection.

Upon arrival in the EU, designated entry points for animals are specified. For Romania, ANSVSA lists Henri Coandă (OTP) and Cluj (CLJ). A layover at an airport without an appropriate inspection point can disrupt the itinerary.

Short Questions

  • Can I fly to Istanbul and then on to the EU to avoid the headline?

No. Entry into the EU from a third country is still considered entry from a third country, regardless of the commercial scale. The certificate is required for the animal, not for your ticket.

  • How much does the title cost?

The fee is set by the lab and the clinic, not the airline. We do not include it in the fare. We'll let you know if your test result is valid for your chosen route.
